Tribal Employment Rights Office.
TThe Tribal Employment Rights Office, originally established in 1981, administers the Tribal Rights Employment Ordinance. The Ordinance provides for Indian preference in employment, contracting and subcontracting activities conducted on the Fort Hall Indian Reservation. The focus of TERO is to create employment and contracting opportunities and training for American Indians, first preference Shoshone-Bannock Tribal Members, by enforcing Indian preference laws on projects on or near the Fort Hall Indian Reservation.
TERO Commission Administrative Board and TOSHA.
TERO works with Contractors to place skilled Indian workers on job sites to expand their knowledge base and make them more marketable. Contracts of more than $25,000 are assessed with a regulatory fee which goes into the Tribal General Fund and job seekers assistance, and classes such as the many OSHA classes taught here.
The TERO Department consists of :
- TERO Commission Administrative Board for Compliance and due process hearings, TERO Director, TERO Compliance Officer/Bureau of Apprenticeship Training, Administrative Placement Officer.
- TOSHA (Tribal Occupational Safety and Health Administration), TOSHA Inspector, Safety Technician who provide OSHA Certified training and do site inspections for the safety of our people and community.
- Providing information on Indian Preference and Equal Employment laws;
- Providing job search, application assistance, interviewing and job retention information;
- Negotiating Indian preference agreements with employers operating on or near the Fort Hall Indian Reservation;
- Maintaining employment referral services to employers both on or near the Fort Hall Reservation;
- Investigating and completing on-site inspections of employers, contractors, or subcontractors to insure compliance with the TERO Ordinance and Tribes' Indian Preference Policy;
- Receiving and investigating potential employment discrimination complaint charges;
- Drafting charges of alleged violations of Title VII, filing with EEOC and attempting to conciliate complaints; Assisting Indians in capitalizing on employment opportunities and in developing their own businesses.
Why TERO Is Important.
TERO was established to ensure that no Indian workers are discriminated against; to require Indian Preference in employment; and that Indian owned firms are given preference in contracting.
