What is tribal government able to do in regards to Volunteer groups?

The Shoshone Bannock Tribes have enacted emergency declaration declaring an emergency within the Fort Hall Indian Reservation.

Under the Shoshone Bannock Tribes Emergency Operations Plan, the tribes by resolution follow the federally recognized Incident Command System (ICS) and stay within the guidelines of the National Incident Management System (NIMS), which is directly under the National Response Framework. (NRF)

What that means is the Tribal Government must adhere to federal rules, contracts and grants, policy and procedures when it comes to spending federal dollars during the Covid-19 Pandemic.

Failure to follow these financial rules could result in the Shoshone Bannock Tribes not having the ability for reimbursement after Covid-19 ends.

I understand and appreciate the value of our own tribal members who are spontaneously volunteering and reaching out their service during this emergency to help our community elderly, vulnerable population and the public at large.

Volunteer by definition- :a person who voluntarily undertakes or expresses a willingness to undertake a service:

Voluntarily- proceeding from the will or from one’s own choice or consent.

Spontaneous Volunteers– Spontaneous Unaffiliated Volunteers (SUV) refers to individuals who volunteer to assist community members, typically after a large-scale or well-published disaster. Because unaffiliated volunteers lack consistent training and each volunteer’s licensing credentials are unknown and must go through a vetting process with an affiliated volunteer group or VOAD (SUV) management can be very difficult, and the subject of a large amount of research and practice.

Affiliated Volunteers– are Non-Governmental Organizations who have consistent training, certificates and licensing credentials for those volunteers that belong to their respective groups such as faith-based groups LDS, Catholic, Southern Baptist, Red Cross, Just Serve are just some of the affiliated volunteer’s organizations in our area. In addition, the Food Banks in our region fall under this section of volunteering.

Volunteers active in disasters (VOAD) an association of organizations that mitigate and alleviate the impact of disasters, provides a forum promoting cooperation, communication, coordination and collaboration and fosters more effective delivery of services to communities affected by disaster.

Because of federal rules and guide lines spontaneous volunteers are not included as a resource that the Tribes can use making their service not allowed during this Covid-19 Pandemic by Tribal Government.
